Makes Perfect Sense
The City of Berkley, in cash strapped California has decided to add a new employee benefit, free sex change operations. Now it is bad enough that the City is underfunded for it's pension and benefits; but, you will now end up laying off some employees in order to pay for other employees to have sex change operations, what about breast implants? I mean do you have to completely change, what if a woman wants bigger breast, I'll bet that isn't covered.
