What he is saying is that a Federal Grand Jury has issued permission for electronic surveillance of people working for the City of Los Angeles and that the FBI is looking all over the place. He mentions the Department of Transportation. Hmm, could that have anything to do with the City Controller issuing a audit or the DOT, she wanted to get the first kudos, a political move?
