Make Corporate Tax Breals Based On American Jobs

Here is a thought. What if companies got tax breaks based on the percentage of their workforce that was Americans. If General Motors outsources 50% of it's jobs overseas then whatever they qualify for in tax deductions would be reduced by 50% of the total amount deductible. Lets reserve tax breaks for people who invest in Americans. Think about it.
